While powerful, its 41-second cooldown makes it difficult to create a consistent skill rotation. Therefore, you will need to upgrade your gear by rolling with cooldown reduction affixes, or enhance the effect of any existing affixes with that effect.
Besides the cooldown, casting Rain of Arrows consumes resources, so you'll need to address resource replenishment. This is generally solved by Tempering your rings.
