WoW TBC Classic Anniversary has had its raid difficulty reduced since launch, to the point where completing a raid is not much harder than clearing a Heroic dungeon.
However, with Phase 3 of TBC Classic Anniversary approaching, the official team appears to have changed its stance and will no longer reduce raid difficulty. This has come as a surprise to players and could also have a significant impact on the in-game economy.

Phase 3 Changes
The official announcement confirmed that Phase 3 of WoW TBC Classic Anniversary will launch on August 27, along with information about raid availability, bosses, entry requirements, rewards, and other content. However, it did not mention any further raid difficulty reductions.
Most players hoped that Black Temple in Phase 3 of The Burning Crusade Anniversary would remain as close as possible to its original form, and the official response appears to have aligned with those expectations.
If this decision is ultimately implemented, it will undoubtedly be surprising because, back in April, the official team stated that it had reviewed player progression and clear data and concluded that the reduced difficulty was performing well, even exceeding internal expectations.
In fact, these results were precisely why the decision was made to reduce the difficulty of Serpentshrine Cavern and Tempest Keep.
Black Temple, however, is clearly a different case. Many players regard it as one of the most challenging raids in TBC. Players do not want to walk into the raid and easily clear Illidan in a single attempt, nor do they want to obtain Warglaives of Azzinoth with little effort.

WoW TBC Anniversary Dilemma
WoW BCC Anniversary is currently in a delicate position. It needs to satisfy players who want an authentic Black Temple experience, while the available data also suggests that a substantial portion of the player base could struggle significantly if the original, unreduced difficulty is used.
Although many players now have less overall time for gaming, most still want authentic and genuinely challenging content. Nobody wants a version of the game that has been reduced so heavily that it loses its sense of authenticity.
This also means that heavily reducing the difficulty of every boss in Black Temple would make little sense. Illidari Council is extremely difficult for many guilds, and Illidan himself is no exception. However, weakening bosses such as Akama or Teron Gorefiend would only diminish the value of the overall experience.

Technical Challenges
Another possible reason the official team has not reduced Black Temple's difficulty could be technical considerations. Raids such as Karazhan and Gruul's Lair already had reduced versions built into the game, as those states existed at the time.
The problem is that Black Temple and the later Sunwell Plateau do not have preconfigured reduced versions of this kind.
If the official team wanted to reduce the difficulty of Phase 3, it would have to design an entirely new system while also avoiding a backlash from a large portion of the community. After considering all these factors, the official team may have concluded that taking the risk was not worthwhile.
Although unlikely, some members of the community have suggested a solution similar to the stacking Icecrown Citadel buff: provide a completely authentic Black Temple experience during the first week or even the first 2 weeks, then gradually introduce an optional buff that slightly reduces the difficulty. This could be a good solution, but the official team may simply choose to wait and see how things develop.
Impact on the Economy
To address the potential progression difficulty and consumable demands in Phase 3, the official team has introduced an extremely significant change.
On PTR, a new exchange system was added that allows Mark of the Illidari to be converted into 10 Haste Potions or 10 Destruction Potions. Mark of the Illidari is an item that drops from raids such as Black Temple and Tempest Keep.
According to player estimates, around 20 to 40 Marks can be obtained from each raid run. This could significantly reduce the largest consumable expense and might even bring it down to zero.
The announcement did not mention that these potions would be untradeable, which means this system could potentially create an entirely new way to generate value through raids and make returning to clear older raids much more rewarding.
You can take a geared character into Tempest Keep to earn a considerable amount of WoW TBC Classic Anniversary gold, while the official team may also want players to bring their alts into these raids so they can improve their gear while obtaining consumables and gold.
The official team appears to be very satisfied with this system and previously stated that when items became too costly in AQ40 and players struggled to maintain sufficient supplies, it strongly favored using this type of system to provide those items. Update Schedule
More difficult raids and free potions are not the only changes coming in Phase 3. From the beginning, the official team promised that 20th Anniversary servers would follow an accelerated content schedule, but that promise has not really been fulfilled in BCC Anniversary. Phase 2 has lasted almost exactly as long as Phase 2 did in 2021's TBC Classic.
This also lines up perfectly with the planned timing of BlizzCon on September 12, when a formal announcement for Classic+ could potentially take place.
According to the current plan, autumn will bring Phase 3.5, featuring Zul'Aman and the later Sunwell Plateau.
WoW TBC Anniversary Phase 3 may arrive with the original raid difficulty intact, which could present a significant challenge for many players and guilds. Hopefully, the experience will still allow players to fully enjoy this stage of the game.
