This is because accessing the core area of northern Timeless Isle - Ordon Sanctuary - requires crossing a broken bridge. Without Legendary Cloak, you'll miss out on the area's high-value elite mobs.

Some players might try to exploit a bug by using a Warlock teleport or a two-person mount to cross the bridge, but this is extremely unreliable in Mists of Pandaria. Therefore, don't take chances; without the cloak, this reputation-building journey will be significantly less efficient.

Furthermore, this reputation is one of the few in MoP that doesn't provide a Grand Commendation reputation bonus for the entire character during Revered stage.
