Diablo 4 Season 16 introduces changes to War Plans system, adding War Plan Tactics and Tyrael's Boons.
War Plan Tactics is part of Eternal Realm's permanent content, while Tyrael's Boons is seasonal content. Let's take a look at the bonuses these two systems provide and how they might affect Season 16.
War Plan Tactics
The main purpose of War Plan Tactics is to let players encounter their preferred activities more frequently. For example, if you enjoy Infernal Hordes, you can increase the chance of encountering them.
In War Plan Tactics, each point invested provides approximately a 25% increase in the chance of an activity appearing. However, it is unclear whether all activities have equal weighting.
Lair Bosses may have a lower weighting than other activities, while Greater Helltides may also be less common than regular Helltides. Greater Helltides may even be created by transforming regular Helltides.
Reward Nodes
Each point provides approximately a 50% increase in the chance of receiving an additional reward. Available rewards include activity keys, Lair Keys, random weapons, jewelry, and more.
Most rewards have limited value in the late game, although some can still be useful early on or when pursuing specific goals. The real reward worth watching is Gem reward.
If you roll a Mythic-tier reward, the payoff can be enormous, granting Flawless Gems and large quantities of Horadric materials. This could save dozens of hours of farming.
However, Mythic rewards are extremely rare, and players cannot directly choose the rarity of their rewards. Even if you increase the chance of a particular reward category by 150%, there are so many possible reward types that most players may not see a single Mythic reward throughout an entire season.
Investing in multiple reward categories also dilutes their individual chances. All rewards share the same probability pool, so increasing the chance of receiving Gems alongside Activity Keys also reduces the relative chance of receiving Gems.
Overall, this system is well suited to helping players choose their direction early in the season and avoid content they do not want to engage with. However, its rewards may lose much of their appeal later on, causing players to return to traditional farming methods. Even so, it should still provide some useful supplementary benefits.
Tyrael's Boons
Tyrael's Boons provides a total of 132 points to distribute across four quadrants, with 33 points allocated to each. At the end of each quadrant, there is a node that allows you to invest 25 points in a single node. Combined with the preceding 8 points, this brings the total to 33 points per quadrant.
Purveyor of Curiosities
In Purveyor of Curiosities quadrant, you can increase the chance of receiving an additional item, unlock new item types, or improve the likelihood of finding higher-quality gear. You can also choose to increase the chance of obtaining Ancestral Items, but this comes at the cost of consuming more Obols.
Seal and Charm nodes are diamond-shaped nodes on opposite sides of the quadrant, and they are mutually exclusive. They increase the maximum rarity of D4 items you can obtain.
These nodes should be a high priority early in the season. Once players reach the midgame Torment difficulties, they begin assembling sets and searching for desirable affixes. Being able to obtain high-quality Seals and Charms directly would be a significant advantage, especially if you can get six-slot Seals.
The final node in this quadrant provides a chance to receive a second item, similar to the additional drops granted by Boons in previous seasons. Those older seasonal Boons are reportedly being converted into fixed bonuses available every season, while rotating seasonal content may move to systems such as rotating War Plans.
Trash for Treasure
Trash for Treasure reduces Alchemist's transmutation costs and increases the amount of Obducite and Scrolls of Restoration you can obtain. Salvaging Ancestral Items also has a chance to grant Scrolls of Restoration.
A 30% reduction in transmutation costs is substantial. This is especially valuable when converting Baleful Fragments into Souls, as the cost drops from 100 to 70, making Soul farming considerably more efficient.
A 30% chance of receiving an additional Scroll of Restoration is also a welcome bonus. These scrolls are in high demand. Although players may not always be critically short of them, they often need to farm specifically for additional supplies.
The final reward on this path unlocks an entirely new Horadric Cube recipe called Greater Temper. It upgrades a Tempering Affix on an item to a Greater Affix, consuming 30 Scrolls of Restoration and 1,000 Obducite. This is a particularly powerful node.
Scent of Gold
The main focus of this path is increasing Diablo 4 gold and experience gains. It directly boosts the amount of gold and experience you receive.
In addition, it can increase the amount of Horadric Cube materials and Gem Fragments you find, improve the gold and gems dropped by monsters, and potentially increase your Legendary item drop rate.
The 45% increase in Gem Fragments is extremely useful. Flawless Horadric Gems are generally obtained by farming Escalation Dungeons to build up a supply of the required colors. A 45% increase could save several hours of farming.
The 50% increase in Legendary drop chance has both advantages and disadvantages. Horadric Items with set bonuses from Season 15 may make Legendary items more important, but when crafting item bases, Magic and Rare items are often easier to modify by removing unwanted affixes and assembling the right combination.
The nodes that grant gold and Gems from monster kills may not be particularly effective, since Escalation Dungeons remain the primary source of Gems.
The 100% increase in experience from kills is also not especially valuable. A large portion of experience comes from sources other than direct monster kills, including experience globes, Jade Epiphany in The Undercity, Helltide maggots, and War Plan rewards.
Merchant of Mystery
This path introduces a new merchant in Torment difficulties. The merchant allows you to use Forgotten Souls to obtain caches. The merchant restocks daily on a per-character basis, and there is no manual restock option.
The rewards in this quadrant are generally underwhelming. Forgotten Souls already require time to farm, and Unique items found in Ancestral Caches are still random. Overall, the returns do not seem particularly worthwhile.
Overall, this is a solid update to the existing War Plans system, although some nodes are noticeably weaker than others. Further adjustments are likely before Diablo 4 Season 16 launches.
