Diablo 4 Season 14's Rogue is one of the best-performing classes. It may fall slightly behind Barbarian, but if you prefer a smooth playstyle with high damage output, Rogue is a better choice for you.
Rain of Arrows Rogue is one of the strongest builds in Season 14. It performs exceptionally well in almost every aspect, including single-target damage, area damage, and survivability. Below, let us introduce its mechanics and recommended setup.

Rain of Arrows Rogue Mechanics
Rain of Arrows Rogue mainly revolves around the ultimate skill Rain of Arrows. By stacking extreme cooldown reduction and managing Energy efficiently, it transforms this normally long-cooldown ultimate into a core damage skill that can be cast frequently.
During combat, you only need to unleash Rain of Arrows on enemies while activating Cold Imbuement at the same time. This freezes enemies, allowing Azurewrath to trigger powerful explosions. With the right setup, you can easily deal hundreds of trillions of damage.
This build performs even better in boss encounters because bosses can be frozen and forced to take the full amount of Frost damage, being overwhelmed by continuous Rain of Arrows attacks. In lower difficulties, some bosses may fall before they even have a chance to attack.
Rain of Arrows does not require a specific target to cast. You can remain in place and cover the area with arrows before the boss even appears. Once the boss enters the battlefield, it will be instantly shredded. In addition, thanks to the build's strong defensive capabilities, you do not always need to avoid some of the boss's deadliest attacks.
How to Cast Rain of Arrows Continuously?
To make Rain of Arrows truly function as an unlimited spam ability, you need to stack Energy and cooldown reduction.
Energy
Preparation specialization for Rogue reduces the ultimate skill cooldown by 5s whenever you consume 75 Energy and also reduces the damage taken from ultimate skills. You need at least 225 Energy to instantly reduce the ultimate cooldown by 15 seconds.
To consume all your Energy, you need Beastfall Boots. Its effect consumes all Energy when you cast a non-channeling ultimate skill, increasing the damage based on the amount of Energy consumed. Meanwhile, using cooldown skills restores 25 Energy.
Therefore, every Rain of Arrows cast consumes Energy while also gaining a massive damage boost. If you have boots with Greater Affix modifiers, this damage increase becomes even stronger.
Reaching 225 Energy is relatively easy. First, you can choose Charms that increase your maximum Energy, providing dozens of additional Energy points.
You can also look for Diablo 4 items such as helmets and chest armor with affixes that increase maximum Energy. You only need to reach the required threshold. There is no need to stack excessive Energy. Once you reach 225 Energy, you can focus on improving cooldown reduction or damage output instead.
Cooldown Reduction
Cooldown reduction is another key requirement. You need to reduce Rain of Arrows' cooldown to around 15 seconds. Your Diablo 4 gear should have multiple cooldown reduction affixes, and these modifiers are ideally Greater Affixes.
You can stack Cooldown Reduction affixes on helmets, gloves, rings, and amulets. The ideal target is around 63.3% Cooldown Reduction.
Energy Recovery
So, how can you quickly restore the energy you consume? The core is Aspect of Aftermath. It restores 10.5-12 Energy per skill rank whenever you cast an ultimate skill.
At this point, you only need one resource generation affix on your gear, and it will benefit both Aspect of Aftermath and Energy recovery effect from Beastfall Boots. This completes Energy cycle, allowing you to continuously unleash Rain of Arrows.

In addition, the five-piece set bonus increases Marksman skill damage by 200% while Vengeance stacks are active, and casting any Marksman skill triggers your last-used Marksman basic skill three times.
During the early stages, if you cannot complete the five-piece setup, you can use Sightless Eye three-piece set as a temporary option. Its effect reduces ultimate cooldown when entering Stealth and provides additional damage.
